About the Lead Contribution – Dr. Sam De Silva

Dr. Sam De Silva is a partner and heads up the IT and outsourcing group. He specialises in major IT and telecommunication projects including outsourcing (IT, BPO and off-shoring), system development and supply, system integration, software licensing, support and service agreements. He also has extensive experience in public sector transformation projects, strategic commercial contracts, e-commerce, data protection and PCI DSS issues.

He has been appointed to the EU Commission’s Expert Group on Cloud Computing and is the UK solicitor representative on the IT Committee of the Bars and Law Societies of Europe. At a national level he is chair of the Law Society’s Technology and Law Reference Group. He is on the global board of trustees for the Chartered Institute of Purchasing and Supply and one of very few solicitors who is a Fellow of the British Computer Society, a Chartered IT Professional and a Fellow of the Chartered Institute of Purchasing and Supply.

Sam has in-house industry legal experience having been seconded to Accenture UK as a senior legal counsel. He is qualified in England, New Zealand and Australia. Both Chambers Guide to the UK Legal Profession and The Legal 500 rank him in their top tiers. Recent quotes in these directories include ‘demonstrates very impressive speed, efficiency and knowledge, and is technically brilliant’; ‘very pragmatic’; ‘is an expert on non-contentious IT matters and is particularly noted for his expert knowledge in IT procurement’; and ‘pays attention to the detail and is robust in his advice’.
