Public-Private Partnership

Legally, a partnership is a fiduciary relationship of trust and confidence between co-owners of a business, each of whom owns a share of profits, losses and assets of the business.  For various reasons, advocates of governmental outsourcing have developed the term “public-private partnership” to describe long-term contracting relationships for the supply of goods or services to the government.
